YRSRA ASSESSMENT PROGRAM
MANDATE:
The referee assessment
program will allow all York Region Class 3 Referees to receive positive and
constructive feedback from a YRSRA Certified assessor in order to enhance
their ability and knowledge of officiating the game of soccer. This will
enable York Region referees to demonstrate leadership in the game and
community that will benefit the game and the individual.
OBJECTIVES:
- Through feedback and education the program
will assist referees to attain their potential through assessments.
- Establish branch standards for all Class 3
Referees.
- Develop an assessment program that will
allow all Class 3 Referees to be assessed at least once per year.
- Assist the YRSRA assessment Committee
(Peter, Vito, Bob Marquis and Gunter) in determining the appropriate
branch qualifications for game assignment purposes.
- Create a pool of Certified Branch
Assessors.
- Provide these assessment free of charge to
all potential candidates.
- Develop minimum qualifications for
Assessors.
- Develop criteria that will meet the
highest standards for a Branch Assessor.
- Develop a process that will identify
potential referees in a priority system.
REALISTIC ACHIEVABLES FOR THE PROGRAM:
- Assess all Class3 Referees by the end of
2004
- Identify all Class 3 Referees that have
the potential to upgrade to Class 2 Referees by the end of 2004
- Develop and implement a referee
performance feedback e-mail system for York Region Soccer Clubs and
associated leagues on the YRSRA and YRSA web sites for the 2004 season
- Develop and inform all YRSRA referees
regarding the Assessment Program prior to the start of the 2004 season.
REFEREE FEEDBACK LINE:
A one way referee feedback
line will be set up on the YRSRA and YRSA web sites. This referee feedback
line will be for YRSA Clubs and associated leagues (coaches) to give
positive and negative feedback about the officiating for their particular
game. If requested, the YRSRA President and the Assessment Director will
attend a YRSA meeting and explain the function of the referee feedback line.
The program is expected to be implemented for the 2004 season.
- This is strictly a one-way communication
site. Coaches will send in their comments .On most occasions the sender
will not receive a reply back from the Assessment Director. A sender will
only receive a reply on an exception basis or if they are reporting a
serious incident,
- We need both positive and negative
comments. This will allow us to not only make sure a referee is at the
appropriate game level but identify referees that have the potential to be
Class 2 Referees
- Coaches need to be specific with their
comments. Telling me" the referee was awful" does not provide any
meaningful feedback in the assessment program. For example, the type of
comments we do look for," The referee had good match control. Anytime a
situation flared up, the referee stepped in" or "The referee needs to be
more involved with the play. He seemed to be in the wrong place and not
close enough to the play".
PROGRAM DETAILS:
Heavy emphasis is on the
YRSRA game assessments. The bottom line is ‘CAN THE REFEREE, REF
THE GAME.’
If the referee being assessed
does not approve of the assessment(YRSRA game assessment) he/she receives,
the referee may ask for a second assessment(YRSRA game assessment). The
referee shall e-mail the Assessment Director with their request.
All Class 3 Referees will
classified as 3A, 3B, 3C and will be based on all the criteria
stated in the assessment program.
The final classification for
the Class 3 Referee will be given by the Assessment Director and
approved by the YRSRA Executive.
A file will be kept by the
Assessment Director for each Class 3 referee with the following information:

YRSRA Assessment Form

Attendance at the
education sessions

Attendance at the yearly
fitness tests

YRSRA Point System Totals
-
Feedback information from
YRSA web-site
-
Any other information
that will assist the referee with improving their classification status.
ASSESSOR QUALIFICATIONS:
-
Minimum 5 years at Class 3
(or above) referee.

OSA Instructor or Assessor
an asset.
-
YRSRA full member in good
standing.
-
Has not been disciplined in
5 years.
-
Attend and participate in a
designated assessor program.
-
Uphold and maintain the
integrity of the assessment program

Excellent interpersonal
skills.
Potential referees for the
Assessment Program:

Must be a YRSRA Class 3
referee.

Must complete Branch
Assessment Request Form online or rquest one from the Director of the
Assessment Program.
